Any Arceus on there would be a hacked one. Arceus along with about every event pokemon has the one ribbon that doesn't allow it to be traded on the GTS.

depends on the country.. I have got several even pokemons from japan. that are not hack.. recent one was a level 94 Regigigas with cherry pokebal and with ribbon.. <.<.. I also matched the date with the japanese released of it..

I may be mistaking, but I'm pretty sure the only event Regigigas that was released was a level 100 one.

Regigas in both japan and US where given away at level 100
