You made a mistake in that, though. When Gaara's sand is wet: he can't control it at all. Not even to pull it back together. What he usually does it "wring" the sand out, but he can't do that because the sand it consistently and constantly getting wet. Otherwise, I want to see proof that Gaara's sand works when wet.

Gaara can still control sand when its wet. It would take more effort for him to do so, but he can still use it. I think I'm going to have to discount anything from the Anime Filler Arcs, mainly because they weren't written by the author, but by the studio in order to give the manga a head start.
And besides, if all it took to defeat him was to get him wet then he wouldn't have survived the multiple assassination attempts that were made on his life.
