Mercain is certainly a "strange" character.

Though, she has actually gone through many gameplay changes.

She actually used to be pretty top tier then went down to bottom tier, now she is a bit more mid tiered.

If it's the Katt I think you're referring to then I think that's the last boss Katt which is like almost impossible to beat because she has such a cheap move set =o
