It's called Paladin of Pestilence's Chestplate. Apparently you can create it using alchemy, yeah.
but neither the item or the formula are for sale anywhere.

I have hunted it from the marketplace, the exchange, but they're all old threads, and already sold.
I saw the item on someone, but he refused to sell it. It's a shame. It would be a perfect Bolton item. :p
