No, people treat other people like noobs for being an idiot such as "CAN U DON8 TO ME PLZ", "HOW U HACK GAIA?", "CAN I SYBUR U". There are very few people who actually comment on other people being Noobs other than those reasons.
By the way, the term you were looking for is "newb" which is someone new to a game/forum. Noobs, the sort-of transformed version of "newb", are usually new players (though as of late, this is an exception) that have clearly not read the rules, being an arse, and doing things that are annoying.

90% of the time, I see the word "hi" come off from either
a) An avi barely clothed
b) An avi in starter clothes
c) An avi in a cybering room.
It ends up in "OMG FOLLOW ME" or "LEZ CYBER". It's true that, rarely, some people will approach saying "hi" and not want to cyber, but those people are few in number.
By the way, I do partially agree that there are some "arrogant" oldbies roaming around towns.

How can one recognize a noob?
Although there are difficulties with determining a noob from first glance, it is recommended to keep the following factors in check:
- Look at the name. 'inuyasha12310' or 'naruto777741' are likely to be noobs. Note that these are mere examples. The more original the name and the frequency of capital letters, the less likely the person belongs to the noobish horde. Remember that relying on this alone is not recommended.
ok WRONG there people are more likly showing their interest in a anime or they do is as part of a roleplay!
- Type of speech. Chatspeak is their native tongue, and they tend to shun complicated words
- look chartspeak is fine not everyone is great at grammer or has the time to go back and edit!

First of all, it is a lot more likely for a noob to have a non-capitalized, overdone anime, name than a non-noob would. If you can't accept this fact, don't bother coming back to this thread. It is rare unless it's a troll for someone to do that. Though not all people having these characteristics in their name are noobs, it is a decent indicator of one.
Chatspeak is another. Quite frankly, I automatically have a lower view of people who "typ3 l13k th15" or shorten their words so many times till it's nearly illegible. The former is blatantly harder to do unless you've been taught to write like that your entire life and I'm quite sure the latter requires some brain cells to do so you can shorten your words but still keep it understandable. Generally, chatspeaking IS an indicator of being a noob.

As being explained previously, there are still Gaians who, despite the first 2 traits, can be most civilized and literate. Take great caution as you try to determine this; not everyone has a better sense of fashion like you, whether it be in names or clothing.
