I'm going to say mentally and physically handicapped people...might just be because I'm so familiar with disabled vets and elderly who can't care for themselves though.It's a sad sight.

I strongly support the Painted Turtle Camp. They are a camp for disabled children who wouldn't be able to go to camp because of the care they need.
