How about a more detailed explanation as to what you CAN report? For example, I knew a user who has been on Gaia for YEARS, but still thinks hit-and-run posts in a discussion topic are a reportable offense (i.e., the poster comes in, explains their opinion, and does not stay for debate.) >_>
In addition, I think a more detailed explanation of guilds and its uses would be wonderful. Such as emphasizing on the fact that it is a user-managed forum community that can be on any subject, run by rules determined by the captain. It's one of the most useful features on Gaia if you ask me, yet so many new users are confused by why their exist and what the benefits of owning one are.
Suggestions on good places to start out would be a nice addition as well. I find that many new users become most comfortable in Friends Chat, Gaia Commerce, and the GD. It would also be a great way to reinforce the rules, since while introducing the subforums, you could detail some of the commonly broken ones.
Also, another neat additive could be a walk through of Customizing Your Gaia World. You could outline some easy ways to edit your profile to match your personality (as well as link to the Profile Discussion subforum), go on to detail signatures and their rules (maybe plug Photobucket and the Personal Graphics subforum), talk about coding your posts, and also throw in some more information on making hangouts in Friends Chat, creating and advertising a guild, setting up and decorating your house, etc. All applicable subforums could be listed to help new Gaians seek help.
