You misread. The statement is "There are no "Low" formulas under level 9". Below level 9, there are only Very High, High, Medium, and Very Low. You have to get to level 9 to see a "Low".

Oh...well...There shouldn't be a "Very Low" on Level 1. If there is, it should yield more EXP
