when crafting s**t that requires an evolving item, i can use any gen evolving item, right?
does this include an evolving item that's been alchemized or no?
like i want to craft
(get someone to craft for me, im very obviously not an alchemist) ohhh sayyyy, candy horns. the formula wants a trick or treat tote. can i use an alchemized trick or treat tote or no?

You can use the Alchemized version, yes.
As a general rule, you can use any generation of an EI including the Alchemized, unless a) there is no Alchemized version of that EI, or b) you're crafting that exact same EI. You can use a non-Alchemized Fausto's Bottle to make an Alchemized Fausto's Bottle, but you can't use an Alchemized one to make itself. That'd be too cheaty a way to get crafting XP.
There are, however, exceptions to this rule. Some EIs had new non-Alchemized generations come out after Alchemy was introduced, and those newest generations didn't always get added into the formulas that use the EI.
