If you're level 10, and crafting a level 7 formula with a low chance of success, does that make it more likely for the crafting to be successful because the person's level is higher than the formula's?

Yeah, think so.
I think the chance of success only applies if you are the level of the formula.

10 right now I believe.
Brain was the first one to get there and he maxed out his xp after getting there but didn't hit 11.
The last time I checked was a month or so ago, but I don't think there's anything past level 10 as of right now.
