It's a very famous line from Goethe's Faust, I'm slightly... reluctant to translate that, as I would be reluctant to translate Shakespeare.
But... alas. It means something along the line:

i'd translate it similiar, but a little different:

"to the moment i may say: stay, for you are so beautiful"

he wants to tell the "moment" to never leave, to last forever, to never cease, since it is so beautiful to him. that's how i'd explain the whole thing to someone with my own words to make it understandable.
