Yes, I speak Vietnamese with my parents at home, but I speak French with my younger brother. xd

I speak English when I have to, when I had have English courses and when strangers speak to me in English. Haha. xd
Speak with is actually correct. And more formal. Speak to seems more informal, and since I usually use it in everyday conversational slang, I guess I continually could not get out the habit to use it, haha.

In primary school, you have to learn French like in grade 4 (different in other high schools however), and then after that, in high school you have to pick a language and do it. Then like ninth grade or so, it is like bleh, whether you want to do a language or not is up to you. I did not do French in grade 10 though, one was that the French teacher was actually quite horrible and the other is that, well, insufficient numbers in the class. Plus I was studying Japanese at that same time.
