It's not literally right to left, lol. In terms of sentences, its still left to right, but the writing is vertical and then read right to left. The sentences themselves are read in a conventional order.

As for translating it, I unfortunately don't know a lot of Japanese, but "promise I will not forget" or something like that. Translator says the word I don't know is "signed" but I dont always trust the translator, lol. If you do trust it, then the whole thing is A signed promise I will not forget.
