What does the first bubble mean in the hukidasi item? Can someone translate it to me?

You got it half way. だめ does mean no/stop/don't. But the smaller ぇ is suppose to show that they are drawing out the sound, most likely for a cuter effect like you said. It would be like saying "Stooooooop~!" in English. 3nodding
