It's a person's name, and would possibly be pronounced Taro Yanagi 田老柳) if it is a Japanese person.

However it could also be Chinese, or any other culture which continues to use kanji characters in names, and in that case I cant help you with the pronunciation, sorry.

It's a person's name

Agreed with PixieAlli 3nodding ,it would be possibly a name.
If you were to pronounce in Chinese,it would be pronounced as 田_tián 老_ lǎo 柳_liǔ
