At the beginning just before you meet the flood.
The guy freaks out, shoots at you, and you kill him.

Incorrect. You see, he was not willfully or intentionally hostile. He was crazed and you weren't technically supposed to kill him, that's just something mean players like to do.

The first intentionally hostile human in the entire series of Halo games is a New Mombasa police officer in ODST. He's part of an ongoing sub story that you learn about in audio logs found throughout the game. In the second to last mission, you come across the cop, he helps you for a way and then tells you to "wait here" while he checks on something.

If you follow him, you find him standing over the dead body of a character from the audio logs and he attempts to kill you.

No, not the Master Chief. But there are female Spartans.

As for ODST, they may not be Spartans, but they are so much damned cooler. Not only do they have cooler armor, they have cooler gadgets to compensate for their lack of super strength and speed, the energy shield and motion trackers.

ODST's have night vision that outlines enemies in red and allies in green and a 3D top-down map of the given surrounding area, plus some cooler weapons.
