Macromedia Flash,
SWiSH,
Fames (Or frames, I can't remember hwat it's called)

F(r)ames is free but is supposedly really hard to learn, Swish comes in all sorts of different packages that range in price and Flash... It depends on what version you get but 50 - 100 USD, maybe?

I'm not sure.

I recommend you read the second link first. I've been browsing it and it's talking about another freeware called FlashDevelop which looks really nifty. =p
