For image/GIF editing/creating, I use GIMP.
If you're going to create a GIF from scratch, you would draw/copy a picture for one of the layers, then make a similar picture for the second layer (possibly duplicating the original), but make minor changes to make it look like it's moving. For smoother animations, it's better if the changes come in smaller increments, but for faster or choppier movements, you can make more drastic changes between each layer. Usually, it's better if you can make the last layers start "moving back" to look like the first layer again, if you wanted to have a looping GIF.
If you're going to edit an existing one, you would right-click the GIF, select Copy Image Location, and (in GIMP) click File, then Open Location. It should then have every frame/layer of that GIF visible, but you may need to change the Image Mode from Indexed to RGB if you were going to draw on it (for Hue-Saturation, this may not be necessary). Then you can just try playing with it.
By "Prunny," do you mean the item, or are you looking for a animated version of it? I've seen a few animated Grunny/Prunny GIFs, but I don't know who made them. I could either look for those, or make one myself.

What parts of Arion do you want to be red, and what parts do you want to be white?
I can try experimenting with the Hakka Ikki the Kitsune.
Odd timing, I actually recently (maybe less than a week ago) tried to make a HARMony version of Starmony, and I wasn't even asked. Although I eventually gave up on it, because I couldn't figure out how to get the "rainbow" it's running on to change color the way Starmony's does. I've gotten better ideas on how I could do it, though.
The Prunny Bom Bom should be relatively quick, but I should probably go to bed first, and do it during the day.
The HARMony and Hakka probably won't be done for a little while, because I have to catch up on homework first, then I'll be limited internet-wise for a couple of days. The other two look easy enough to have done within a day.

I'm finished with the Prunny and red Arion (assuming Arion is the right shade of red, and if you're fine with green eyes). It might take longer to get a white version than I thought (which I should have remembered from making a Siku the White Wolf GIF), because it's hard to change it to "pure" white, and not have it look faded and gray.
