With the exception of the mistake in the RIG, Angelic Rods are granted to a user after they catch 75k fish including junk.

It was intended as a reward for players who have enjoyed fishing long enough to have accumulated such a large fish count. This is why having one in a RIG would easily anger the fishing community, much like having Rubyback Lionmasks in past RIGs angered notable figures of the fishing community.
