It was a close up of her belt. Her extremely large belt.

I'll admit that panel tripped me up also. It looks like it was suppose to be some butt fanservice but the style it is drawn in doesn't work for that. She doesn't look like she has any bum to show off with as flat as her rear was drawn and with a huge belt overlay. XD
