and it all the peeps in the stores and such (sasha, Peyo, ruby, Gambino ect.)

They're not only in the shops. There's the entire crew of GCORP, Gambino and Gino, Cindy, Rina, and some others I can't remember at the moment.

basically anyone who is part of the Gaia Storyline is an NPC

A NPC is a Non-Playable Character. You can find one in mostly every shop. Gambino, the Von Helsons, all the Labtechs and the reporter Cindy Donovinh aren't shopkeepers but they also fall on that category.
