I mean, assuming the cloud of dust is the wake left after the tower collapses..how did it go AROUND the marketplace and not like..crush it? o_O

It's obvious that the Marketplace holds a forcefield, as do all active stores. The mouseover is clearly said forcefield.

It isn't really a mouseover at all, it's just that when the mouse comes into contact the forcefield shows itself. It just happens to be a larger, tinted version of the building. That's all.
