Nope, he's a guy with a girl avatar. I think he was meant to stay a girl for a week because of a 'bet' that he lost regarding the Olympics in 2004.

He didn't turn it back because he went a little shopping mad, and bought lots of girl-only clothes. xd

He and a moderator each chose a town to win the Gaia Olympics, I believe. The loser had to change the gender of their avatar for a week. Both of them lost. xd

If you search for "Jakobo Interview" on Google and click the first link, you should be able to hear a radio interview with him there, which you can download in mp3 format. He mentions it there,
