If I had to make a guess, I would say that this was done by Mishiri. The style of it looks way too much like the Kotten Bell for me to even think that it is someone else. It doesn't have the sparkliness of Superphi's EIs nor the overtly detailed qualities of DrinkyTengu's.

I think it may be a little too soon for it to be an EI made by Mishiri, but it's beautifully detailed, so I'm guessing it's either by Mishiri or Superphi. If it's by Drinkytengu, I'll probably sell all of mine but one, because I don't really tend to like her evolving items that much, lol. sweatdrop All I know is that I'm mad that I couldn't buy mine because of the cash shop glitch when they were selling for 315k, but now that I have them, they're only selling for around 285-290k, which pisses me off. -_-
