i'm guessing the shark stole her human heart, turned into a human himself (the cavalier), she fell in 'love' with him (the human shark, not the mechanical shark) but because she had no human heart she made herself a mechanical one, so she turned into the mechanical puppet.
so for her selfishness of not loving the shark when he was mechanical (only loving him as a human after he "stole her heart" LOL), she turns into a puppet herself.
in this aspect i wouldn't feel sorry for the madame because she fell in love with him only after he turned into a 'swan' (a human). bioootch.
but this is just speculation, anyway.

i could seriously write an analytical paper about this EI.
it's like role reversal, with the toy (shark) turning into a human and a human turning into a toy (puppet). with the tea thing at the end signaling the end of pepper tea's story, etc. Plus there are points about gender roles (the male being the magical aspect of the story, the female the engineer), the yin/yang mix of colors (the colors balance so well), the samurai vs cowboy thing (female vs male), the beautification (artifice) of the male and female after transformation (yet in truth they are quite ugly, violent, and cold in personality), etc.
