it was always there. the tower was just blocking it. but you could see it before then. and the figure is just a cloud.

the small little symbol there is the "Clubs" suit symbol, like in a deck of cards. There's also a Heart, a Spade, and a Diamon suit symbol surrounding the Marketplace. I believe it's also surrounding the fountain in Barton, as well.

The building has been there since the beginning. Noone knows what it's for, though. More than likely, it's some kind of gazebo. However, don't quote me on that.
