Perhaps the purpose of the tower is some kind of new game or something. Wherein you do something, and advance floors. And at the top is some kind of awesome item. Which changes monthy.

Probably not, but it'd be a pretty neat idea.

I think its needs that many floors just to hold the large amount of gambino supporters....
