The Who and the Kinks, most prominently, as well as the "dandy" style of the early 70's (Marc Bolan, David Bowie, etc.).

The inclusion of the scooters was a clever nod to the "mod fashion" - scooters were the transporation of choice for mods in the 60's. And the bullseye logo utilized in the Nartian Rock is seen in the art for the film "Quadrophenia", based on The Who album of the same name. 3nodding
