Bara arm mod item?

I think there used to be an item discussion thread, but I have no idea where it is now.

There's an item I saw a while back- it had a huge, muscular upper torso dressed in black top.
The entire top item looks like an arm mod. I remember that the arms had white star patch on the shoulders.

Does this ring any bells to anyone?
