You get the t-shirts from random run-ins with the NPCs like Sasha, Ian, Ruby, etc...

Where you sometimes meet Gambino in the main hall, the NPCs are there, too. That's where the event is.

Shirts are given out by shop keepers. I got mine on the main Gambino forum index from Sasha. Glitch seems fixed, well on the post avatars, not on the ones at top...
