It has to do with licensing laws. In other countries other companies have ownership of FMA. But you can still get the items from the marketplace.

to put it more precisely, there's licensing issues because the sponsor that stepped forward to allow Gaia to release the FMAB RIG was FUNimation's US branch, and their license of FMAB only allows them to legally authorize monetary sales of FMAB products inside the US. if they allowed Gaia to sell them for Gaia Cash outside of the US both FUNi and Gaia could get sued.
