1) Hughes, unless Mustang isn't worried about collateral damage or personal injury/death
2) Tied. They both can bring something to a fight (with Mustang obviously winning on that front), but also have the Intelligence aspect going for them (while Mustang is a good leader/tactician, Hughes definitely has him beat on in this area)

5)I'm willing to bet that Hughes would win here, but don't think he'd ever stoop to doing it as often or to the extent that Mustang would. So Mustang, ultimately.
