Apparently, Hughes is not only reading a newspaper from an alternate universe, but also a newspaper from the FUTURE of that alternate universe. More likely, the text is just filler and doesn't have any connection to the show's canon.
The subject choice, however, seems like it was deliberate choice; a way of, very subtly, drawing a parallel between the racial tensions in Amestris and America.
