That's just an ad hoc hypothesis! Show me where it says in the TOS that the mods were sneaking around the world, hiding VAX systems in college basements. The early Gaians didn't have any knowledge of such things, so they made no mention of them. This proves that the TOS wasn't written by an all-powerful Admin or by Mods, but by the Gaians themselves.
