lol yeah it's pretty damn easy to be the best in a competition with only one participant.
I say 13-2 because Caius had the most convincing motivations and was definitely the easiest villain to empathize with. I evaluate narratives a little differently than most people. For me, the villain is the most important part. If the villain can't make me understand why he does what he does, then the villain has already failed. Wanting to take over the world or gain immortality or whatever are too rudimentary, and wanting to save the world by destroying it is nonsensical. Plus it has one of my favorite tropes, which is the situational irony of exploring events when we already know an alternative to be true. That's one of the reasons I loved Shrek 4 so much.
