Yes and no. Sin is made up of both Yu Yevon and the Final Aeon, and generally Yu Yevon is the one in charge of Sin. That doesn't mean he can really control Sin, though. Upon creating and becoming Sin, Yevon sort of programmed it to follow certain instructions. Yevon lost his humanity when he became Sin, and is now a monster driven by instincts. Therefore, when he's in charge, Sin will simply follow the original instructions for destruction set by Yevon.

However, the current Final Aeon, Jecht, is able to take temporary control over Sin under certain circumstances, such as hearing the Hymn of the Fayth or exerting enough willpower to help out Tidus and Auron. Though, by the end of the game, his ability to control Sin is waning and he will eventually lose himself completely.

So, yeah, when Jecht takes over Sin, it does seem to control itself. He's probably the one in control at that Zanarkand scene you mentioned, since I doubt Yevon's instincts would allow the airship to remain.

That was probably Jecht, who is the final aeon. Yu Yevon can also control sin, however, Tidus is Jechts strength to take control

Not to mention at the beginning of FFX, Sin had just reappeared after the Calm so Sin was fresh... Jecht had just recently been reborn. His control over Sin was greater.

I would argue it was Jecht's plan all along to become Sin and wait for his son to kill him.
I'd always interpreted things to mean that he was mostly out of control, following the typical sin-like behaviour but then occasionally Jecht would break through. Sort of like when you're in a dream. For large parts, it feels like you're just being shown something. But then occasionally you can control what happens (or is that just me)
