He was originally designed to be female, but the developers changed their mind halfway through. Apparently, it even confused some of the artists... because if you look through the KoF XI gallery after you unlock everything, Shion very clearly looks like a female in some of the arts...




Bao was another KoF character that had a gender change halfway through; if you look at some of his early designs in the KoF '99 gallery, about half of his concept art is female... And, from what I've heard, the same thing happened to Adelheid, hence why he has a girl's name.

Well, that trap IS in a game though. Not a fighting game, but a game nevertheless. Also, no, he is just crossdressing at an all girls school. His grandfather's dying wish was for him to go to the same school his mother did, and ever since then, the school became an all girls school. The anime adaption of the game sort of just forgot he was a guy in that scene.
