Well that simply blows... sorry, but I can't give any positive feedback.

the point has nothing to do whether or not i support piracy.

there are actually two points: first, is that regardless of whether somebody is a 100% law-abiding internet user or not they are going to be treated the same as suspected terrorists and ***** and have their internet activity monitored.
second, my government is also going to have total control over what i may or may not view online, jeopardising freedom of information.

... That's not the point at all. The fact is, this is classic, 1984-type legislation (sorry to use the 1984 cliche, but it's valid here). It's censorship and monitoring under the guise of being for the public good - which is patently false.

The problem with legislation like this (and the American Patriot Act) is that the monitoring isn't JUST limited to known pirates. It goes for everyone, and now the normal internet users who simply browse facebook, myspace and gaiaonline will have their activities open for the government to peruse as they see fit. If you don't see the inherent issues with that, then you're really a lost cause.

The OP's points are valid, too. Under this law, every UK citizen is a criminal. Guilty until proven innocent. You can't make laws to PREVENT crime, only to punish those after a crime has been committed, or you end up with laws like this.

And why should the government be allowed to monitor criminals anyway? That, in and of itself, is a breach of civil liberties. Once a criminal's sentence has been completed, they should be treated as any other.

It surprises me how apathetic people are towards these things. Can't you see how bad this is for EVERYONE?

I understand that, but they should just limit it to prior offenders instead of the "guilty until proven innocent" model they have now.

The internet has always been tapped so to speak. everything you say and do on it is recorded as data. The only difference is that now you know the government may be looking at your data. You really have no legitimate expectation of privacy on the internet. The best rule is if you do not want it to get into someone else's hands you do not put it on the internet.
