I don't think it's limited to just that for most christians. God is supposedly not only the creator of the entire universe, but also has a plan for it, so all fires are part of Gods big divine plan. Job is a good example of God messing with someone, and when Job questions why God is so cruel to him, God scolds him. "Why is your p***s up my butt, God?" "Shut up! I'm God!"
