The question would be if abstinence-only is a "proven" failure by itself, or if there are other factors counteracting the desired consequences that abstincence-only programs seek. Given the fact that we live in a sex-saturated society, even the most rigurous abstinence-only program is bound to have some moderate to high rate of failure, not because of the program alone, but because of the enormous influence that society has upon the individual.
When something becomes a general rule (pre-marital sexual relationships, in this case), then it becomes something that society strives to make acceptable. That's why they fight so hard against abstinence-only programs. The same happens with those who support the legalization of drugs... and the same would happen with exhibitionism and other kinds of behaviors as long as they start being seen as the general rule in society.
The media plays an important role in this, and it has a high quota of responsibility in the "proven failure" of abstinence-only programs. Actually, it makes the media one of the most irresponsible means to affect and influence the individual inserted in society. Read the article, children exposed to Abstinence only sex ed ar as likely as students not exposed to it, to have sex. Those who are taught Abstinence only however, are less likely to use birth control.
Not to mention are less likely to have access to birth control.
Some of the reasons why these teens do not have sex is because there is shame in buying BC and/or they don't want their parents to find out.
Pre-marital sex has been demonized by many institutions, particular those with Christian leanings like most of America, despite what happens behind closed doors.
@Vathalas:I don't really believe the "media" hype since people have been having sex out of wedlock, and the whole abstinence only thing has been practically law , for hundreds of years. One good read of Angela's Ashes would give you a clear idea of that

It's just sad in general that sexuality is so demonized by Christians (due to the "sex is icky" St Paul, almost single-handedly). You'd think, however, that they would "get it" after almost 2000 years of trying.
