I dunno, I'm quite fond of Saruman as a villain. He basically shows the path that Gandalf didn't take. And I love it that he's killed in the most humiliating way possible for someone so high and mighty - stabbed in the back by his own henchman.

Given that it happens well after Gandalf breaks his staff... yeah.

I'm assuming by best villain you mean worst villain, as in the cruelest or the most evil/psychopathic.

The most tyrannical and heartless IRL villain would have to be Hitler, but for fiction... there's so many.
