Theres a video that explains it, he was based off a typical street detective, not the doctor.

I just looked it up myself, he's based on Detective Zenigata from Lupin the 3rd. Which would make a lot of sense since well...Japanese anime and all. Maybe it's just a GIANT coincidence that he looks a lot like David Tenant. sweatdrop
