Another option is, to scan with reduced resolution. But be carefull what you scan. Rastered images (newspaper, books and so on) look very fuzzy, when scanned with low resolution.

In those cases it is better to resize in some image manipulation program (see for example the sticky).

It says 'image too big'. It means that it's either too big in pixels or too big of a filesize. What's the filesize and the dimensions?

@ Devon: Exactly what those people said. I use Jasc Paint Shop Pro 7, download at jasc.com. You can also resize them in a basic program - MSPaint.

A lot of image editting programs can resize things. Try that. Or, if the picture includes a bit of unwanyed stuff, try Cropping it to how you want.
