I was wondering can you run an application that requires a 3.4 single core processor on a 2.0 dual core processor?

Probably not. Chances are, the application will sit entirely on one core while the second core handles little things like system processes.
     
well yes, but it will not run smoothly.

Yeah, you can , and it would probably run decently, but not great.

You need to remember that newer processors have more efficient architecture.
