what is the reason a mouse scroller won't work and how do I fix this?

My lil cousin used it for some time and when I return this happens stare I am really frustrated and this mouse cost me a LOT scream scream

Try installing Microsoft Intellipoint... downloadable from anywhere, really. Even non-MS mice work with it, it deals with all the scrolling and extra buttons easily enough...

unplug it plug it back in if that does work throw it out and buy a new one lol
