Completely turn off your internet modem for about 10 minutes (unplug it). You might get assigned a new IP after some time has passed. This depends on how your internet company set things up, but worth a try.
just because you turned off your internet modem that you'll get a new IP address - it doesn't work that way mate for dial-up and broadband... rolleyes rolleyes rolleyes You only have a new IP address in your internet connection if your using Wireless coz it can detect different network which you can change from network to network (not secure) that's how it work.
Each internet connection (for home user) has its own unique IP address that's why like DevianArt website can ban and IP address permanently like what happened to Steam Angel.
For Steam Angel I reckon you tell Devian Art about your problem. What happened probably is that someone from your household has been in that website using your computer and did something somewhat. It would be highly unlike that someone got your IP information thought its possible --- (if that person is a good hacker). There are ways to change an IP address but I won't encourage it.

Second of all the outside world has no recognition of your home network ip's. All of them are basically filtered into one through your router to your modem to the outside world. Yes someone inside your house could have gotten your ip address banned but it doesn't have to be wireless. Since most routers/modems use DHCP it is possible to get a new ip address from your isp. I had problems doing that with comcast (cable broadband) but it was possible, now however since now i'm on qwest (dsl internet) if i open the router and run a simple diagnostic it fails and reassigns a new ip lol (i might add that the only thing i like about dsl ;P)
