How do I use icon textures in PS or GIMP?

I really need to know how to use icon textures.

Every time I download a texture it's always a jpeg, jpg, or PNG.

How do I use them?

Open the texture in photoshop and paste it onto the image you want it on and that's basically it? And experiment with blend modes?
