help - installing photoshop actions ?

i have photoshop elements 7.0 which i know can run actions because it came with some installed and specifically says you can install your own, as long as they use features supported by ps elements. however, when i looked up instructions on where to put the .atn files to install them, i found the whole program seemed to be arranged differently on my laptop, and i have absolutely no idea why that might be.
adobe's website says to copy action files to either:

or

C: ProgramDataAdobePhotoshop Elements7.0Localeen_USWorkflow Panelsactions

but for some reason, i don't have either of these paths on my laptop. the most similar i have looks like this:

C: Program FilesAdobePhotoshop Elements 7.0Localesen_US

there are three folders from there, but the Workflow Panels folder is nowhere to be found. i've also run a search for "actions," but come up with nothing. any idea why or if there is any alternative route i can take to install actions?
