With Firefox's NoScript plugin, any flash is temporarily blocked upon loading. The blocked graphic is in the shape and size of the flash, the user only needs to click on it for the flash to load. That specific instance of flash is unblocked as long as that browsing session exists.

Is there anything like this for IE? All the flash and such blockers I've found require adding something to the whitelist or disabling the entire blocker and then restarting the browser (or opening the page again in a new tab).

EDIT: The recent versions of IE7pro do the kind of flash blocking I want.
