There are several DIY hologram kits on the market, though not specifically intended for CDs.

In the end, it's just a matter of making a hologram, cutting it into a circle, and then gluing it to the top of the CD. The label doesn't inherently add any special property to the CD.

A real hologram and a holographic label are two different things. A real hologram is a technique that allows the light scattered from an object to be recorded and later reconstructed so that it appears as if the object is in the same position relative to the recording medium as it was when recorded. A holographic security sticker is differnent, as it really is not a hologram, but really a piece of foil or metalic paper that has been printed on. I can find little info on the subject, but I assume it is done through some sort of layering process.
The kit you linked to would be incapable of making a label to put on a CD or other medium.
